Construction Management

Overview

Vertex Engineering's Construction Management practice provides field-focused oversight on active transit and public-infrastructure construction. We have served as Resident Engineer in Charge, Quality Manager, Deputy Design Manager, and Owner's Representative across MTA C&D, NYCT, and DOT / DDC programs, leading day-to-day site execution on station rehabilitations, ADA elevator installations, roadway resurfacing, and multi-station renewal contracts.

Construction management in a public-sector transit environment requires more than scheduling and contract administration. It requires the field discipline to inspect, document, and enforce quality and safety in active revenue environments; the technical depth to evaluate contractor submittals and resolve field issues without disrupting the owner; and the documentation rigor to leave behind a complete, audit-ready record at closeout. Vertex's practice is built around that standard.

What We Do

We provide hands-on construction management across the full execution phase, with an emphasis on field presence, quality oversight, and document control. Our services include:

  • Resident Engineering and Owner's Representative services

  • Daily quality-control inspections and QA / QC management

  • Preparatory and hold-point inspections for every definable feature of work

  • Submittal, RFI, and look-ahead schedule management

  • Safety oversight, PPE enforcement, and activity hazard analysis

  • Contractor coordination, stop-work-order issuance, and corrective-action plan development

  • Document controls using Asite, Constructware, Unifier, Procore, and similar platforms

  • Punch list, pre-final and final inspection, and project closeout

How We Work

Construction management at Vertex starts before the contractor mobilizes. We review the contract documents, the contractor's quality and safety plans, and the operating-agency requirements, and we set the cadence for daily reports, weekly meetings, and inspection hold points. Setting that structure early is what makes the rest of the project defensible.

In the field, our team runs the daily rhythm. Daily quality reports, hold-point inspections per the agency Quality Spec (typically Section 01 40 00 on MTA C&D contracts), preparatory phase meetings for each definable feature of work, and ongoing submittal and RFI management are the discipline that keeps construction aligned with the design and the contract. When deviations occur, we document them, issue stop-work orders if required, and develop corrective-action plans with the contractor and the owner.

Through closeout, we manage punch lists, coordinate final and pre-final inspections, control the measuring and testing equipment log, oversee structural and special inspections, and produce the as-built and project documentation the owner needs for warranty, audit, and future maintenance. Every project ends the way it should: with a complete record and a station, elevator, or piece of infrastructure that serves the public.

Key Benefits

Strong construction management protects the owner's investment, the contractor's schedule, and the public's interest. Vertex's CM practice has delivered projects ahead of schedule and below budget — including during COVID-era supply-chain disruption — because we treat field discipline as the primary tool of project delivery. Key benefits include:

  • Defensible quality and safety documentation aligned with agency Quality Specs

  • Faster issue resolution through direct field presence

  • Reduced rework via hold-point and preparatory-phase inspections

  • Clean submittal and RFI logs, audit-ready at any time

  • Smooth contractor-to-agency interface

  • Closeout packages that hold up to operating-agency review

Why It Matters

Transit and public-infrastructure construction happens in active revenue environments. Trains run on schedule next to the work zone. Riders walk past the construction barricade. The work must be safe, must be quiet, must be invisible during service hours, and must result in a finished facility that the operating agency accepts and the public can use.

That standard cannot be enforced from a desk. Vertex's Construction Management practice exists because we work the site, alongside the contractor, with the documentation discipline that operating agencies require and the field judgment that complex projects demand. Our Resident Engineering and Quality Manager experience across MTA C&D, NYCT, and DOT / DDC programs — including Astoria Blvd., the 12 traction elevators at 168th / 181st / 191st, Package 10 ADA, and the 43-Station Progressive Design-Build — represents what construction management has to look like to actually deliver these projects.
