Project & Program Management

Overview

Vertex Engineering's Project & Program Management practice provides leadership and oversight for capital programs in the transit and public-infrastructure space. We have led programs ranging from single-station rehabilitations to multi-station portfolios valued at over $1 billion, working directly with public-sector owners, design-builders, and general engineering consultants to deliver projects on schedule, on budget, and to the standards operating agencies require.

Our approach integrates technical depth, agency familiarity, and decisive leadership. We have served as Project Directors on MTA Construction & Development's first Progressive Design-Build program, led feasibility through execution on multi-station ADA accessibility packages, and managed the day-to-day for complex multi-agency projects involving NYC DOT, DDC, ConEd, DEP, and utility companies. We know what it takes to keep large programs aligned and moving.

What We Do

We provide hands-on program and project management from feasibility through closeout, with particular strength in early-phase planning, multi-agency coordination, and the procurement structures used by public-sector owners. Our service offerings include:

  • Project direction across feasibility, design development, procurement, and execution

  • Multi-disciplinary planning, sequencing, and phasing

  • Stakeholder coordination with operating agencies, end users, and third-party utilities

  • Force-account management and track-access programming

  • Third-party approval coordination (utilities, DOT / DDC, community boards)

  • GMP development support and open-book negotiations under Progressive Design-Build

  • Change management, contract amendments, and risk-contingency management

  • Programmatic support across multi-contract, multi-station portfolios

How We Work

Every program we manage starts with structure. Before construction sequences are agreed, before GMP negotiations begin, before the first track outage is requested, we work with the owner to define the program's success criteria — scope, schedule, budget, quality, safety, and operational impact — and build the project controls, governance, and stakeholder cadence needed to deliver against them.

During execution, we lead the day-to-day. That means chairing project meetings, driving submittal and RFI turnaround, managing third-party approvals, leading change and risk reviews, and surfacing issues to the owner with clear options and recommendations. Our project directors have direct line-of-sight to operating-agency processes — MTA C&D policy documents, NYCT operational requirements, DOT / DDC permit cycles — which lets us anticipate and resolve issues before they become schedule impacts.

We close out the same way we start: deliberately. Punch lists, as-built documentation, lessons learned, and warranty coordination are managed with the same discipline as the front end of the project, so the owner is left with a complete, defensible record of the work performed.

Key Benefits

Strong project and program management is the difference between a capital program that delivers value and one that absorbs cost and schedule slippage. Vertex's leadership has a track record of on-time, on-budget delivery on programs that absorbed COVID-era supply-chain disruption, multi-agency utility interface, and Progressive Design-Build delivery. Key benefits include:

  • Predictable schedule and budget performance on complex programs

  • Decisive issue escalation and resolution

  • Coordinated multi-agency and utility interface

  • Clear, defensible documentation across the full project lifecycle

  • Reduced owner-side workload through trusted owner's-representative service

  • Risk and contingency discipline aligned with public-sector requirements

Why It Matters

Public-sector capital programs operate under unique pressures — statutory budget approvals, political scrutiny, agency quality requirements, fixed-revenue operating environments, and obligations to riders, taxpayers, and end users. A program that slips, misses scope, or absorbs avoidable change orders has consequences far beyond the contract itself.

Vertex Engineering provides project and program management built specifically for that environment. We understand how public-sector owners need to be supported, how design-builders and general engineering consultants need to be directed, and how operating agencies need to be communicated with. The result is a program-management practice that helps owners deliver the work the public needs, on the terms public stewardship demands.
