Overview

Vertex Engineering's Project Assurance & Controls practice provides the scheduling, cost-tracking, risk-management, and quality-assurance discipline that public-sector capital programs require. We have built and managed schedules, estimates, risk registers, and quality programs on programs ranging from $30M individual contracts to $1B+ multi-station portfolios, including MTA Construction & Development's first Progressive Design-Build initiative.

Project controls in the public-sector environment is not just a reporting function. It is a defensibility function. Every cost forecast, every schedule update, every change-order package, every hold-point inspection has to be traceable, justifiable, and aligned with agency standards. Our practice is structured around that requirement.

How We Work

Our controls work begins at the contract-structure level — what reporting cadence the owner needs, what schedule and cost baselines have to be approved, what risk register the program will maintain, what quality elements the agency Quality Spec requires. Establishing this foundation early is what makes everything else defensible later.

During execution, we maintain the program's living controls: schedule updates that reflect actual field progress, cost forecasts that incorporate real change-order data, risk reviews that adjust contingency as exposure resolves or new issues emerge. On Progressive Design-Build programs, we lead Independent Cost Estimates and open-book GMP negotiations, ensuring the owner has fair, defensible cost positions through 100% design and into station-bundle amendments.

On the quality side, we run Quality Management to the agency spec — typically MTA C&D Section 01 40 00 or equivalent — with internal and external audit programs, preparatory and hold-point inspections, measuring-and-testing equipment calibration logs, and corrective-action and root-cause documentation. The result is a controls and assurance program that gives the owner visibility, gives the auditor traceability, and gives the project team the data needed to make decisions.
